The Senior Project Administrator role serves as lead for project
administrators supporting construction, dredging and offshore
projects and is a primary liaison between operations, corporate HR,
and accounting department. A highly visible and fast-paced position
charged with quality control of accounting, compliance, and other
administrative responsibilities over projects ranging in various
sizes from $1M to $500 million in contract value. This position
reports directly to the Regional Business Manager with input
locally from construction sponsors and project managers as
needed.
Requires some travel and the ability to train and support project
administrators and various projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
Additional duties may be assigned.
Support in cost forecasting and cost systems on projects.
Assist project personnel in preparation of payment accruals, change
orders, etc.
Assist with vendor information inputs and the Small Business
Program.
Assist with recruiting, posting, and hiring of craft labor.
Manage/track of PAR's, craft labor, craft labor rates, personal
information, etc.
Assist with development and updating of project administrative
resource tools such as Project Administration Module and
trainings.
Support and assist with training of project administrators.
Manage and upkeep of asset tracking and eq. tracking.
Manage project document control on SharePoint. This includes
managing various files and logs such as preliminary notices,
conditional lien waivers, change orders, correspondences, RFI's,
Submittals, subcontracts, etc.
Manage project compliance, subcontractors included: Certified
payrolls, small business reporting, assist with internal & 3rdparty
audits, regulatory compliance (FAR, CFAR, DFAR, OFCCP, SBE, etc),
lien waivers, labor compliance (employee utilization,
apprenticeships, CPRs, etc.), insurance and bonds and other
compliance items as required by contract.
Accounting: Sub/Supplier accruals processing, invoice processing,
timecard review, purchase requisitions (office supplies as
needed)
Prepare and submit federal and non-federal contract compliance
reports for Manson and subcontractors.
Conduct new hire onboarding and coordinate trainings and prepare
PAR's
Must maintain strict confidentiality, professionalism and
discretion at all times.
Act as a HR liaison between field and HR department.
Assist in preparation of subcontracts and management of
subcontractor requirements including management of certificates of
insurance and bonds.
Assist with good faith efforts outreach when requested
Conduct administrative tasks such as managing office machines and
office technology, answering phones, scanning, processing daily
mail, manage calendars, set up meetings, take meeting minutes.
Assist with setting up field office, housing and vendors for remote
jobsites.
Comply with Manson's Code of Ethics and Standards of Business

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Bachelors degree in Business Administration/Management preferred.
High School Diploma or G.E.D required with a minimum of 5 years
project administration experience in construction or related
industry.
Requires a proven understanding of standard submittal processing
and project document control.
Prior experience in construction industry, with certified payroll,
contracts, and a general knowledge of insurance requirements,
preferred. Basic knowledge of prevailing wage is preferred but not
required.
CERTIFICATES, LICENSES, REGISTRATIONS
Must have a valid Driver's License and acceptable driving
record.
COMPUTER SKILLS:
Intermediate to advanced knowledge of Microsoft Office Suite (Word,
Excel, Outlook) is required.
Experience with Adobe, SharePoint, CMiC, and Sage preferred
LANGUAGE SKILLS
Ability to read, analyze and interpret contract specifications,
permit regulations, general business periodicals, professional
journals, technical procedures, and governmental regulations.
Ability to effectively communicate and coordinate job related
information, project tracking and completion timelines, and address
with managers, clients, customers, and the general public.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of
concrete variables in situations where only limited standardization
exists. Ability to interpret a variety of instructions furnished in
written, oral, diagram, or schedule form.
MATH ABILITY
Ability to add, subtract, multiply, and divide in all units of
measure, using whole numbers, common fractions and decimals.
Ability to apply concepts such as fractions, percentages, ratios,
and proportions to practical situations.

PHYSICAL DEMANDS
While performing the duties of this job, the employee is frequently
exposed to adverse weather conditions, fumes, airborne particles
toxic or caustic chemicals. The noise level in the work environment
is moderate to loud. Employee must be able to wear the personal
protective equipment (PPE) required of various construction work
environments (hard hats, personal floatation devices, safety
glasses, respirators, etc.). The employee is frequently required to
use hands and fingers, to grasp, grip, handle, or feel. The
employee is required to talk and hear. The employee is required to
stand, walk, use stairs, ladders, and step stools and reach with
hands and arms. The employee must frequently lift and/or move up to
10 pounds and may occasionally lift up to 25 pounds. Specific
vision abilities required by this job include close vision,
distance vision, color vision, depth perception, and the ability to
adjust focus. Must be able to navigate stairs, ladders and
gangways, board, work on and disembark floating vessels and
structures.
